    During 2023, Sphere continued to work with, for and through its growing network of focal points, members, trainers, donors and practitioners. Major activities included completion of a Programme for Ukraine and Eastern Europe in response to the conflict in Ukraine, a new regional partner for South-Eastern Europe (DPPI-SEE), a new hosting arrangement for the MERS, and the launch of Nature-based Solutions guidance.

    For the second time in as many years, this annual report includes several pages of updates from our focal point network.

    The latest revision of the Sphere Handbook was the most far-reaching consultative process in Sphere’s history. As the process of finalising the publication reached its final stages, an after-action review was then commissioned to compile and draw out key learnings from the experience of putting together the new Handbook content. Since 2016, the Sphere Project has transitioned from a time-limited initiative to more fully develop its global role as a convening platform for quality and accountability in the humanitarian sector. At the same time, Sphere launched the global consultation process to prepare the fourth edition of the Sphere Handbook, integrating evidence and global practice into the minimum standards guiding humanitarian action.
