Puntos focales
Los puntos focales nacionales son organizaciones que impulsan una acción humanitaria de calidad y con rendición de cuentas a nivel nacional. Trabajan con gobiernos, organizaciones humanitarias, actores locales e instituciones académicas para promover la contextualización y la aplicación práctica de las normas Esfera, de modo que respondan a las realidades locales y a las necesidades humanitarias.
Sus actividades dependen de las prioridades de su país y pueden incluir la formación, la incidencia, el intercambio de conocimientos, el fortalecimiento de capacidades y el fomento de la integración de las normas Esfera en las políticas y prácticas humanitarias.

Socios regionales
Los socios regionales son organizaciones, o redes de organizaciones, que impulsan las normas Esfera en una región. Fortalecen la colaboración entre los actores humanitarios, apoyan el aprendizaje y el fortalecimiento de capacidades a nivel regional, y promueven la aplicación coherente de las normas humanitarias en los distintos países.
Al establecer relaciones con instituciones regionales, redes y organizaciones nacionales, contribuyen a fomentar el intercambio de conocimientos, la incidencia y la acción colectiva para mejorar la calidad y la rendición de cuentas de la respuesta humanitaria.

Las actividades de los puntos focales de Esfera varían considerablemente entre un país y otro, en función de las necesidades humanitarias locales. Desde una perspectiva general, los puntos focales:
- Son el punto de contacto para las personas y organizaciones que buscan ayuda para aplicar los principios y normas Esfera, y para las organizaciones asociadas regionales;
- Fomentan ante los gobiernos locales el uso de Esfera en sus políticas humanitarias y de gestión de desastres;
- Promueven el uso del Manual Esfera entre las organizaciones humanitarias;
- Traducen el Manual Esfera y sus materiales a lenguas locales;
- Promueven actividades y grupos de calidad y rendición de cuentas en sus países.

La función del punto focal nacional es voluntaria. Los puntos focales no reciben ninguna compensación financiera de Esfera.

Esfera da preferencia a las solicitudes de organizaciones, organismos, redes de organismos, organizaciones de incidencia o de coordinación, para garantizar la continuidad de las actividades de los puntos focales a lo largo del tiempo.
Para convertirse en punto focal de Esfera, una organización debe:
- Tener una amplia experiencia en la aplicación de las normas Esfera en el terreno;
- Tener un historial de actividades llevadas a cabo en relación con Esfera;
- Tener el potencial para promover Esfera en el país exitosamente, por ejemplo, entre organismos humanitarios, grupos de donantes y organismos gubernamentales competentes;
- Contar con tiempo suficiente para dedicarlo a las actividades de Esfera (entre 5-10% de la semana laboral);
- Ser recomendada por dos organizaciones miembros de Esfera.

Esfera fomenta las solicitudes de países prioritarios que no cuentan con puntos focales.
En un país puede existir más de un punto focal, dependiendo de las necesidades humanitarias de una región determinada. Si esto ocurre, los puntos focales deben trabajar estrechamente y coordinar sus actividades. No existe una jerarquía entre los puntos focales.
